Lieutenant Raymond E. Foster, LAPD (ret.) spent 24 years with the Los Angeles Police Department. He is the author of nine books and over 50 articles on subjects ranging including, technology, the history of policing, leadership and terrorism. An experienced lecturer he has been an adjunct faculty member at three large universities.
Raymond currently focuses his time on his International Policing Consulting firm; his last project was assisting the Government of Jamaica in developing a nation-wide anti-gang strategy. Raymond can be reached at Raymond@hitechcj.com
